Upward Mobility Partnership

The State of Illinois Central Management Services (CMS), AFSCME Council 31 and Lincoln Land Community College’s Mathematics and Computer Science department are active partners with the Upward Mobility Program (UMP) to assist state employees pursuing the Information Services Specialist I (ISSI) job title.

The UMP provides opportunities for state employees to advance into more challenging and higher paying positions. UMP participants begin this process by working with UMP counselors to develop their career plans. A UMP participant will then take a ISSI proficiency exam at a CMS testing center to determine prior technical knowledge. This exam will reveal which, if any, specific exam sections may require additional training and education provided by LLCC.
